Europe is engaged in an ambitious and urgent race to secure its digital future. The recent Warsaw Declaration reflects this imperative, establishing 13 concrete objectives aimed at reinforcing the continent’s cyber-resilience against cyber-attacks. This strategic plan, which emphasises cooperation and coordinated cyber-exercises, has a clear purpose: to protect critical infrastructure and ensure that technological expansion is developed upon robust foundations.<\/p>\r\n
This vision is being materialised with an unprecedented injection of capital through the Digital Europe Programme (DEP). With over \u20ac1.3 billion specifically allocated to cybersecurity, Artificial Intelligence (AI), and the development of advanced digital skills until 2027, the EU seeks to consolidate its strategic autonomy. The goal is clear: to secure the supply chain, manage risks in ‘virtual worlds’, and fundamentally, achieve technological sovereignty to avoid reliance on external actors.<\/p>\r\n
But… herein lies the paradox: Europe is investing billions to fuel the flame of AI (even lowering the data protection rules to feed models) while simultaneously, is constructing a technical firewall to protect itself from its risks. The greatest vulnerability may not be technical, but cognitive. The EU is increasing its list of ambiguities, contradictions and clumsy moves.<\/p>\r\n
Cybersecurity focuses on protecting systems, but the initial analysis highlights the danger that the rapid adoption of AI could induce cognitive cession. If the ease and immediacy of algorithmic answers lead us to outsource critical thinking, then our capacity for synthesis, and tolerance for intellectual frustration, will surely ‘burn out’ the human intellect.<\/p>\r\n
In this context, the critical infrastructure we must protect is not just fibre-optic cables or data servers, but the judgement capacity of our citizens.<\/p>\r\n
The DEP’s push to develop digital skills is essential, but it must be accompanied by a focus on mental and ethical resilience. It is not enough to train experts capable of managing AI tools and cyber-defence. It is however mandatory, in my opinion, to cultivate a public (users in general) that is critical of its results. Society must not be merely a passive consumer of technological brilliance, like it has been for the last 15 years since the first iPhone was released. It is simply not sustainable anymore.<\/p>\r\n
The pursuit of digital sovereignty, trying to compete with the US will be incomplete if, while securing virtual borders against external threats (cyber-attacks), we simultaneously weaken the internal capacity for independent thought. Europe\u2019s true shield against the fire of technological determinism is a population that utilises AI as a tool for empowerment, and not as a substitute for consciousness. What made Europe great, the intellectual enlightenment, cannot be dimmed with AI like this.<\/p>\r\n
Ultimately, the European strategy must address two big threats: constructing technical walls of cybersecurity (the 13 objectives from Warsaw) and investing in human software, ensuring that massive digital development does not come at the cost of the intellectual autonomy and critical capacity of the next generation.<\/p>","protected":false},"excerpt":{"rendered":"
